The Place of Forensic Voice Comparison in the Ongoing Paradigm Shift
نویسنده
چکیده
We are in the midst of what Saks & Koehler (2005) have called a paradigm shift in the evaluation of evidence in the forensic comparison sciences. This is a shift to requiring that the evaluation of forensic evidence actually be scientific, including that the reliability of methodologies be testable, and requiring that forensic evidence be evaluated and presented to the courts in a logically correct manner. Reliability was a primary concern in the US Supreme Court’s Daubert decision in 1993. The logically correct evaluation and presentation of the weight of forensic evidence was a primary concern in a number of court cases in the United Kingdom including the Appeal Court of England and Wales’ 1996 ruling on the presentation of DNA evidence in R v Doheny & Adams. In the US National Research Council’s report to Congress released in February 2009 current practice in the evaluation of nuclear DNA evidence is held up as a model to emulate, and current practices in other branches of forensic science are subject to sometimes severe criticism. In the present paper I examine the place of forensic voice comparison in the ongoing paradigm shift. Over the last decade a small number of forensic-voice-comparison researchers have been working in the post-shift paradigm. They have adopted the likelihood-ratio framework for the evaluation of forensic evidence, the same framework as used in DNA analysis. I provide a brief description of the likelihood-ratio framework, followed by a brief history of the adoption of the likelihood-ratio framework for forensic voice comparison by the research community, and by the forensic practitioner, lawenforcement, and judicial communities.

Humans versus Machine: Forensic Voice Comparison on a Small Database of Swedish Voice Recordings
A procedure for comparing the performance of humans and machines on speaker recognition and on forensic voice comparison is proposed and demonstrated. The procedure is consistent with the new paradigm for forensic-comparison science (use of the likelihood-ratio framework and testing of the validity and reliability of the results). The use of the procedure is demonstrated using a small database ...
متن کاملAn information theory based data-homogeneity measure for voice comparison
In forensic voice comparison, it is strongly recommended to follow the Bayesian paradigm to present a forensic evidence to the court. In this paradigm, the strength of the forensic evidence is summarized by a likelihood ratio (LR). Theoretically, a LR embeds intrinsically the reliability information. So the LR could belong to large values in good conditions, about 10±10, while in bad conditions...
متن کاملA Methodology for Paradigm Shift to Explain Sustainable University
The sustainable university concept is rooted in prevalent paradigms pertained to economic, social and environmental development, which all focus on systemic thought and rationality; besides, they tend to discover and solve problems by applying an interdisciplinary approach. However, the epistemic component is what these paradigms have ignored. The purpose of this study is to explain a methodo...
متن کاملAutomatic forensic voice comparison (Automatischer forensischer Stimmenvergleich)
Automatic speaker recognition systems have been developed and constantly improved during recent decades. However, even though these systems have been applied to the task of forensic voice comparison since the early 2000s, their behaviour under realistic forensic conditions has not often been thoroughly tested since then. Additionally, the application of these systems is not standardised and is ...

This Paper raises its main question in determining an effective paradigm shift in conservation and development of Historic Urban landscape with the aim of recognizing the evolution process of conservation and development approaches in order to define the paradigm, moving from an integrated approach towards the ideal approach. For this purpose, first the Historic Urban Landscape concept, as a ne...
